Present NMR operation rules have restriced Advanced NMR operation(ex. 13C, 2D experiment etc..).

Main change rule is

Before rule, 9 AM to 6 PM -> 30 min
6 PM to 8 PM -> 1hr
8 PM to 9 AM -> unlimited

New rule, 1 PM to 8 PM -> 1hr
8 PM to 9 PM -> unlimited
